Please find the above draft resolution on proposed Sethusamudram Canal which will be adopted by the Fifth Meeting of the Memorandum of Understanding on the Conservation and Management of Marine Turtles and their Habitats of the Indian Ocean and South-East Asia (Bali, 20-23 August 2008). For Sri Lankan conservationists and politicians, this document may be with great importance.

Tamils For Justice fully supports the Turtle Conservation Project (TCP), and other environmental protection endeavors of the Sri Lankan NGO's and Non Profit Organizations. The Colombo based Sinhalese politicians from all parties have ignored the SSC Project due to ignorance, and incompetency except the late Tamil foreign Minister Lakshman Kadirgamar who comprehended the environmental dangers and gave proper advise to the then President Chandrika Bandaranayake Kumaratunge and Prime Minister Mahinda Rajapakse in 2005. However, both these individuals in their assumed infinite wisdom chose to ignore such good advise, as well as the FM's position on Conversion Bill which was pushed and lobbied by the Sinhala Buddhist privately assisted by none other than the Foreign Minister's own wife Suganthi Kadirgamar.
Lakshman Kadirgamar angered and earned the wrath of India and RAW, on his opposition to the Sethu Samudram Canal Project, leading to even the written warning from RAW or the South block to the defense Secretary Major General Asoka Jayawardene, in July 2005, who passed it on to the Foreign Minister and his wife. Suganthi's brother in law Colonel Sarath Jayawardene was in charge of the foreign minister's security although he was working for the Island/Upali group as a retired army Colonel.
LTTE showed serious concerns of the Sethu Samudran Canal project and was working with the Jaffna University professors some of whom have been compromised and influenced by the Indians. The Army has begun to question the line taken by the police in their investigations into the assassination of Foreign Minister Lakshman Kadirgamar on Friday August 12, by the LTTE. They believe that the police are trying to blame them for the security lapses discovered after the killing.
Sources said the task of guarding the late minister’s private residence had been entrusted to the Ministerial Security Division (MSD). The late Minister had, on February 21, 2001, in a three-page letter, clearly said that security at his personal residence had to be taken care of by the MSD. His private residence was at Havelock place then, thereafter he had informed the police of the change of residence to No, 36 Bullers Lane.
Sources said only two MSD personnel had been present near the front gate of the minister’s residence at the time of the assassination. Sources said that according to reports, the assassin had waited at the Thalaysingham residence for about three to four days. They asked what the MSD had done all that time. They said the army went only as an advance party.
Sources said that Mrs. Kadirgamar had earlier, on several occasions complained to the Police about the duties and functions of the MSD personnel.
"It is surprising why the CID is yet to question Mrs. Kadirgamar, who was there with the late minister, when he was shot by the LTTE. Why are they trying to cover up their follies?" asked sources.
The CID had questioned over 25 Army Commandos but not the only eyewitness, Mrs. Kadirgamar.
Sources revealed that they had seen a clear pattern emerging from the Police investigations and their questioning. That was that the police were trying to place the blame on the Army. At one point an angry Commando had to walk out because the CID had directly blamed the Army.
Sources revealed that the late minister had spoken to IGP Chandra Fernando personally and asked for a report on the LTTE men caught videoing his Bullers Lane residence three weeks before he was killed. The IGP had sent the minister two photos of the LTTE suspects with their personal details.
But no action had been taken apart from the provision of this information, sources said.
Questions have also arisen over whether the NIB was aware of the arrest of the LTTE spies and that the minister had topped the LTTE hit list.

Credit to the Island reporter BANDULA JAYASEKERA who had accurately reported about the lady in the home at 36 Bullers Lane, when the assassination took place, as one of the army commandos leaked that information. That explained why there was a delay in cordon and search of the neighbors residence, including the home of Lakshman Thalayasingam, from where the shots were fired, by the assassins, suspected to be former LTTE rebels. That id why there are NO real suspects after 3 years.
Both Bandula Jayasekera and Editor of the Island have stonewalled information about the "lady in the house" since Mrs Suganthi Kadirgamar was knitting at home in McCarthy road, and watching TV.
